Ontario operates the OINP under a federal–provincial agreement. Streams are either tied to the federal Express Entry system (you must have a valid Express Entry profile and usually receive a provincial Notification of Interest before applying) or are employer- or graduate-focused streams with their own eligibility rules. IRCC makes the final decision on permanent residence.
Streams and categories (summary)
Names and groupings follow public provincial materials. Sub-rules (NOC TEER, wages, language, job-offer format, EOI scoring) are in the official program guides—not reproduced here.
Express Entry–linked streams
- Human Capital Priorities Stream — targets skilled workers selected from the Express Entry pool; criteria are set out in OINP guides and draw-specific parameters.
- Skilled Trades Stream — for Express Entry candidates with Ontario work experience in eligible skilled trades.
- French-Speaking Skilled Worker Stream — for French-speaking Express Entry candidates with strong English abilities, among other requirements.
Employer Job Offer streams
- Foreign Worker stream — full-time eligible job offer in a skilled occupation in Ontario.
- International Student stream — for eligible graduates with a job offer in Ontario.
- In-Demand Skills stream — for specific in-demand occupations; requirements differ from the Foreign Worker stream.
Masters and PhD graduates
- Masters Graduate stream — for eligible graduates of Ontario masters programs (no job offer required when criteria are met).
- PhD Graduate stream — for eligible graduates of Ontario doctoral programs.
Business
- Entrepreneur stream — for those who intend to start or buy a business in Ontario; business and investment criteria apply.
