Ontario operates the OINP under a federal–provincial agreement. Streams are either tied to the federal Express Entry system (you must have a valid Express Entry profile and usually receive a provincial Notification of Interest before applying) or are employer- or graduate-focused streams with their own eligibility rules. IRCC makes the final decision on permanent residence.

Streams and categories (summary)

Express Entry–linked streams

  • Human Capital Priorities Stream — targets skilled workers selected from the Express Entry pool; criteria are set out in OINP guides and draw-specific parameters.
  • Skilled Trades Stream — for Express Entry candidates with Ontario work experience in eligible skilled trades.
  • French-Speaking Skilled Worker Stream — for French-speaking Express Entry candidates with strong English abilities, among other requirements.

Employer Job Offer streams

  • Foreign Worker stream — full-time eligible job offer in a skilled occupation in Ontario.
  • International Student stream — for eligible graduates with a job offer in Ontario.
  • In-Demand Skills stream — for specific in-demand occupations; requirements differ from the Foreign Worker stream.

Masters and PhD graduates

  • Masters Graduate stream — for eligible graduates of Ontario masters programs (no job offer required when criteria are met).
  • PhD Graduate stream — for eligible graduates of Ontario doctoral programs.

Business

  • Entrepreneur stream — for those who intend to start or buy a business in Ontario; business and investment criteria apply.
